BACKGROUND

UNICEF’s child protection in humanitarian action (CPHA) programs aim to ensure every child is protected from violence, abuse, exploitation, and neglect. We partner with governments, international organizations, and civil society to actively prevent children from being harmed; to monitor grave violations committed against girls and boys and advocate for respect for international humanitarian law; and to develop programmes to support children who have experienced violence, exploitation, abuse and neglect. UNICEF’s child protection work promotes effective linkages between humanitarian and development programming and supports countries to strengthen their capacities and systems for mitigating risks, preparing for and responding to emergencies, and building resilience. UNICEF also leads the development of technical standards, guidance and advocacy efforts to support child protection actors in the field in delivering evidence-based, effective and high-quality programs to protect children. The CPHA Team continually seeks to strengthen the evidence and data in all areas of Child Protection programming, and is committed to monitoring, evaluation, and results-based management. During the duration of the contract, the consultant will be responsible for a set of specific deliverables aiming at strengthening the CPHA programming related to planning, resource mobilization, monitoring and reporting, knowledge management, and evidence building. Scope of Work Under the supervision of the Child Protection Senior Advisor, the consultant will be responsible for completion of the following deliverables: Advise and assist on CPHA team planning processes Support the CPHA resource mobilization and financial resource tracking Provide technical support related to results monitoring and reporting Contribute to advancing knowledge management and learning within the CPHA global team Support the development and dissemination of CPHA communication and advocacy products The consultancy will be home-based. While the work can be completed from anywhere, the selected candidate will be expected to be available during Eastern Standard Time (EST) working hours. Travel to be determined, pending the needs of the programme and in discussion with the supervisor. Funding is not currently available to cover all planned deliverables. Certain deliverables will only be completed if additional resources become available. Terms of Reference / Key Deliverables Work Assignment Overview/Deliverables and Outputs/Delivery deadline listed below. Deliverable 1: Advise and assist on CPHA team planning processes Organize and coordinate key planning and review milestones (including mid-year and end-of-year reviews), in collaboration with relevant stakeholders. At least 4 planning milestones completed by 31 Jan 2026, 30 June 2026. Support the monthly CPHA Team Meetings, including agenda preparation, documentation, and coordination of action points. 6 CPHA team meetings held and MOM shared by 31 Jan 2026, 30 Apr 2026, 31 Jul 2026, 31 Oct 2026. Monitor Key Performance Indicators (KPIs) and programmatic results, aggregate and analyze data to inform evidence-based decision-making. 6 KPI summary reports drafted and submitted by 30 Apr 2026, 31 Oct 2026. Deliverable 2: Support CPHA resource mobilization Coordinate with CPHA workstreams to ensure the timely preparation of high-quality donor reports, including standardizing report formats and content, aligning with donor conditions, templates, and original proposals. Establish and maintain a centralized online (SharePoint) database of donor proposals and reports, ensuring version control and proper documentation. Deliverable 3: Provide technical support related to results monitoring and reporting Support the collection, quality assurance, and analysis of quantitative and qualitative data on UNICEF’s global CPHA programming, ensuring alignment with the UNICEF Strategic Plan and Core Commitments for Children (CCCs) in humanitarian action. Facilitate the consolidation and synthesis of CPHA results for corporate reporting, including drafting inputs to key organizational reports such as the EDAR, GARR, HARR, and RAM. Contribute to key evaluations, assessments, and learning exercises to inform evidence-based adjustments and strategic improvements to CPHA programming across contexts. Deliverable 4: Contribute to advancing knowledge management and learning within the CPHA global team Design a CPHA knowledge management process for transition into the new Centers of Excellence structure. Translate CPHA data and achievements into visually compelling dashboards, analytical briefs, and communication products tailored for stakeholders. Refresh CPHA knowledge platforms and digital resource libraries, ensuring information is accessible, well-structured, and up to date. Deliverable 5: Support the Development and Dissemination of CPHA Communication and Advocacy Products Provide technical inputs to the development of communication and advocacy materials to elevate CPHA visibility and impact, both internally and externally. Contribute to the development of tailored information products that support advocacy and strategic engagement with senior leadership. Qualifications Education Advanced University Degree (Masters) in Human Rights and International Law, Political Sciences, Psychology, Sociology, Public Health, or other related degree or equivalent programming experience. Language Proficiency Fluency in English (verbal and written) is required. Knowledge of other UN languages is considered an asset for the role. Knowledge/Expertise/Skills required At least three years relevant experience in the development and/or humanitarian sector, preferably in the Child Protection sector. Good technical understanding of knowledge management and reporting requirements. Proficient skills and experience with information technology. Strong communication skills, organizational and inter-personal skills. Ability to be flexible and work well under pressure in a fast-paced environment, with complex requests and deadlines from different stakeholders. Demonstrable ability to work independently, take initiative, and identify new opportunities and approaches. Experience in budgeting and financial reporting. Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant. U.S. Visa information With the exception of US Citizens, G4 Visa and Green Card holders, if the selected candidate and his/her household members reside in the United States under a different visa, the consultant and the household members must change visa status to G4, and household members (spouse) will require an Employment Authorization Card (EAD) to work, even if authorized previously. The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract.
