Job Description

Position Summary

These positions are responsible for planning and performing municipal utility rate case and compliance audits. The complexity of these audits increases depending on the level and experience of the auditor. At all levels, the position may require testifying before the Commission on case filings and contested case hearings.

At the entry level, the position's primary responsibilities include performing and assisting on routine and complex rate case audits, holding companies and affiliated interest filings and participating on special studies.

At the senior level, the position's primary responsibilities include independently planning and performing routine municipal utility rate case and compliance audits; assisting with complex audits related to investor owned utility rate cases, affiliated interests, utility holding companies, depreciation, finance, electric utility fuel, and natural gas supply and costs; serving as a case coordinator, devising and implementing the audit program, reviewing working papers; and provides technical assistance on accounting and financial matters to utilities and the Commission and participates on internal and external working groups examining regulatory accounting matters.

At the advanced level, the position's primary duties include managing, planning, and performing complex energy utility rate case audits; reviewing working papers; providing technical assistance concerning advanced accounting and financial matters to utilities and the Commission, and performing special studies for both the industry and the accounting discipline; and training less-senior auditors.

This position will be hired at the entry, senior, or advanced level, depending on qualifications.

Salary Information

Starting salary for the Public Utility Auditor (pay schedule-range 07-04) is $52,000-$66,560 annually; for Senior (pay schedule-range 07-03) is $62,400-$81,120 annually; for Advanced (pay schedule-range 07-02) is $79,040-97,760 annually. Pay is set depending on qualifications. A twelve-month probationary period is required. Pay for current state employees will be set in accordance with the Compensation Plan.

Certain positions within this Department may allow remote/work from home flexibility for a portion of their work schedule, depending on the needs of the position and the work unit. This topic and any remote work flexibility that may be available will be discussed in more detail in the interview process. For permanent positions that allow remote work flexibility, Wisconsin residency is not required. However, it is not anticipated that working outside of Wisconsin (or bordering cities) will be allowed because positions may at times need to report to office locations in Wisconsin on short notice.

Qualifications

A minimally qualified candidate will have experience with each of the following:

* Presenting technical information to technical and non-technical audiences through written or verbal communication

* Experience working with Generally Accepted Accounting Principles (GAAP)

* Experience working in Excel, or a similar product, to complete tasks such as manipulating spreadsheets to analyze data, updating and maintaining spreadsheets with accurate data, utilizing the product to accomplish basic accounting analysis with basic formulas.

In addition to the qualifications listed above, a well-qualified candidate will have experience forecasting data or numbers.

A qualified candidate at the senior level will have team, project or program management experience as well as have experience analyzing complex data such as analyzing detailed billing structures or analyzing data that has multiple inputs.

A qualified candidate at the advanced level will have experience training lower-level staff; experience auditing the work of coworkers to ensure accuracy; experience forecasting data and recognizing trends; as well as have experience developing and implementing new policies and procedures.
