Position Summary:The Housing Program Manager & Property Manager will serve a dual role overseeing operations of our 18-unit apartment complex and managing all supportive housing services funded by HUD and other grantors. This individual will lead staff in the delivery of intensive, trauma-informed case management for individuals experiencing homelessness, mental health conditions, and substance use disorders. The position ensures program compliance, property operations, and coordination of services that promote housing retention and client well-being.Key Responsibilities:Program Management & Supportive Services Oversight (60%)Provide leadership and oversight for all supportive housing programs funded by HUD, HOPWA, ESG, and other grantors.Oversee delivery of intensive case management services tailored to clients living with mental health diagnoses, substance use disorders, and chronic health conditions, including those dually diagnosed.Ensure implementation of trauma-informed care, harm reduction, housing-first principles, and motivational interviewing in all client interactions.Supervise case management and housing services staff, providing regular coaching, training, and performance evaluations.Ensure full compliance with HUD regulations, Fair Housing, confidentiality requirements, and other federal, state, and local housing and service guidelines.Oversee program eligibility, intake, assessments, service planning, and discharge planning processes.Ensure accurate and timely entry into HMIS and reporting to all required funding bodies.Collaborate with behavioral health and substance use providers for coordinated care planning.Monitor program outcomes and quality assurance standards through regular case reviews, chart audits, and service evaluations.Coordinate agency response to audits, site visits, and compliance reviews.Property Management (40%)Oversee the daily operations of the 18-unit apartment complex including leasing, rent collection, maintenance, tenant communication, and property compliance.Supervise on-site property management staff or contractors; ensure timely response to maintenance and tenant issues.Ensure compliance with housing inspections, safety codes, and HUD standards.Maintain updated records of leases, renewals, notices, and resident files.Address tenant concerns, grievances, and behavioral incidents in a trauma-informed, non-punitive manner.Develop and manage the annual property operations budget in collaboration with Finance.Maintain a safe, clean, and supportive living environment for all residents.Qualifications:Required:Bachelors degree in Human Services, Social Work, Public Administration, or related field (Masters preferred).Minimum 5 years of experience managing HUD-funded supportive housing or homeless service programs.Minimum 3 years of supervisory experience with multidisciplinary teams.Demonstrated experience overseeing intensive case management for individuals with co-occurring mental health and substance use disorders.Knowledge of HUD programs, Fair Housing laws, and housing compliance requirements.Strong understanding of harm reduction, Housing First, and trauma-informed care models.Proficiency with HMIS and other client data systems.Excellent organizational, communication, and interpersonal skills.Demonstrated cultural competence and commitment to diversity, equity, and inclusion.Preferred:HUD Certified Occupancy Specialist or equivalent certification.Experience working with HIV-impacted and LGBTQ+ populations.Familiarity with Continuum of Care programs and Permanent Supportive Housing models.Bilingual in English and Spanish a plus.
