POSITION: Executive Director, Mayor's Office on African American Affairs (MOAAA)

OPEN: September 13, 2024

CLOSE: Open until filled

SALARY RANGE/GRADE: Executive Service DX1, ($124,368.15)

DOMICILE REQUIREMENT:

There is a legal requirement that each new appointee to the Excepted and Executive Service either: (1) be domiciled in the District of Columbia at the time of appointment; or (2) establish District domicile within one hundred eighty (180) days of appointment. The law also requires that Excepted and Executive Service employees maintain District domicile during the period of the appointment. Failure to maintain District domicile during the period of the appointment will result in forfeiture of employment.

BACKGROUND

The Mayor’s Office on African American Affairs (MOAAA) seeks to engage the extraordinarily diverse culture of the African American community in the District of Columbia. MOAAA works to empower these residents through equipping them with the government resources and services they need while also providing programmatic support to each facet of the community.

CORE DUTIES AND RESPONSIBILITIES

  1. Serve as an advocate for African-American communities in the District.
  2. Assist the Mayor in the development and function of the Commission on African-American Affairs to identify core challenges and areas of need for services or improvement of services and bring them to the attention of the Mayor and the Commission.
  3. Identify areas for service improvement and bring these areas to the attention of the Mayor and the Commission, with recommendations for meeting these needs, including conducting or funding research and demonstration projects to test the recommendations.
  4. Serve as the District of Columbia's advocate for African-American Affairs and plan, organize, and promote programs that enhance and expand services to the African-American community.
  5. Oversee the MOAAA community outreach program, which informs African-American residents about District Services in the areas of Housing, Health, Employment, Economic Development, and Education.
  6. Act as the primary liaison between the MOAAA and community-based organizations, faith-based organizations, and the private sector.
  7. Conduct the office's public relations program, which includes public appearances and public speaking.
  8. Develop and maintain a data collection and analysis system to provide monthly evaluations of the Office on African-American Affairs programs.

MINIMUM BACKGROUND AND REQUIREMENTS

  • Strong background in public policy, community organizing, and constituent engagement.
  • Demonstrated knowledge of the constituents, programs, and services provided by and for residents of the District of Columbia.
  • Demonstrated organizational and strategic leadership.
  • Strong knowledge of the District's government and private sector groups such as civic organizations and ANCs with direct connections/engagement to each.
  • Knowledge and understanding of the District's residents and neighborhood business representatives with demonstrated past experience in linking citizen involvement groups to the District government.
